Commissioner
Terry made a motion to approve the agenda as presented. Commissioner Patrick seconded. All
voted aye.
During Public Input Session at
10:00 a.m. Deb Colle of Delmore Township and Pat Weibert of Bonneville Township
spoke again against wind farms and gave the Commissioners copies of articles
from magazines having to do with wind turbines and Gamesa, the company
interested in erecting wind turbines in McPherson County.
Susan Meng, County Clerk, joined
the meeting at 10:12 a.m. and requested ten minutes, from 10:12 to 10:22 a.m.
in executive session to discuss non-elected personnel in her department, and to
include Mr. Witte. Commissioner Patrick
made a motion to go into executive session as requested. Commissioner Terry seconded. All voted aye. The Commissioners returned to open session at 10:12 a.m. No action was taken during executive
session. Ms Meng requested approval of
a Personnel Change Notice (PCN) for end of Probation (6/B to 6/C) for Roberta
(Bobbie) Strawn, a Clerk in the County Clerk’s Office, effective October 23,
2005. Commissioner Patrick made a
motion to approve the PCN as presented.
Commissioner Terry seconded. All
voted aye.
Commissioner Terry made a motion
to approve the minutes of October 4, 2005 as presented. Commissioner Patrick seconded. All voted aye.
Commissioner Terry made a motion
to approve the payroll for October 14, 2005.
Commissioner Patrick seconded. All
voted aye.
Commissioner Terry made a motion
to approve the adds and abates and landfill register of October 7, 2005. Commissioner Patrick seconded. All voted aye.
Mr. Witte presented the Quarterly
Progress Report from SCKEDD for McPherson County’s HOME Grant. To date, $47,129 has been used and
$241,620.75 remains to be used. Mr.
Witte also presented a Payment Request Form for work done on one of the HOME
Grant projects that is now complete.
Commissioner Terry made a motion to have the Chairman sign the Quarterly
Progress Report and the Payment Request Form as presented. Commissioner Patrick seconded. All voted aye.
Mr. Witte also presented an
extension for the purchase of property the County plans to use for the Title D
Landfill. This, the third extension,
would extend the closing date to December 31, 2005. Commissioner Terry made a motion to sign the Real Estate Purchase
Contract Third Extension as presented.
Commissioner Patrick seconded. All
voted aye.
Commissioner Patrick made a motion
to sign the Motor Vehicle Refund to MCDS for a tax-exempt vehicle. Commissioner Terry seconded. All voted aye.
There was discussion on county
employee health insurance for 2006.
Based on previous discussion, Mr. Witte prepared and presented a
proposal for the 2006 health insurance.
Some changes to the 2006 plan are: an employee increase of $10/month for
single, employee +1 and family; plan participants must pay the employee share
of the plan they choose; employees pay $8, $16 and $24 respectively for single,
employee +1 and family dental and no open enrollment on dental after October
28, 2005; there is a maximum benefit for dental insurance of $1,000 per person
per year. After further discussion,
Commissioner Terry made a motion to approve the proposal for 2006 health/dental
insurance as presented. Commissioner
Patrick seconded. All
voted aye.
There was discussion on the County’s
Strategic Plan. No action was taken at
this time.
At 12:20 p.m. the Commissioners
recessed and reconvened at 1:20 p.m. at Public Works where they met with Public
Works personnel. No action was taken
during the work session. At 3:30 p.m.
the Commissioners recessed. On October
12, 2005 Commissioners Terry and Schroeder attended the Hutchinson Landfill
meeting at the Reno County Public Works Office. Reno County personnel updated everyone on the status of the Reno
County Landfill and new tipping rates for certain types of waste. The meeting started at 11:30 a.m. and
concluded at 2:00 p.m. No action was
taken. At 2:00 p.m. Commissioner
Schroeder made a motion to adjourn.
