Commissioner Terry made a motion to approve the
agenda as presented. Commissioner
Patrick seconded. All voted
aye.
Deb Colle, Delmore Township, spoke
to the Commissioners during Public Input Session at 10:00 a.m. regarding wind farms. She reported that she visited with several
people in Lee County IL; beginning with Mr. Elmer Rhoades who was quoted
earlier as saying the wind farms in his area were not noisy. She then visited with others in the area who
were very much against the wind farms.
Pat Weibert of Bonaville Township also spoke during Public Input and
asked that the Commissioners look carefully at what wind farms will do to the
County, Townships and the State.
Dick Beasley, Community
Corrections Director, joined the meeting at 10:10 a. m. with a Personnel Change
Notice (PCN) to hire Mark Sullivan as a Transport Driver at $10 per day
(weekends) on call plus $7.50 per hr. when driving, effective July 11,
2005. Commissioner Terry made a motion
to approve the PCN as presented.
Commissioner Patrick seconded. All
voted aye.
Commissioner Patrick made a motion
to approve the minutes of June 28, 2005 as presented. Commissioner Terry seconded.
All voted aye.
Commissioner Patrick made a motion
to approve payroll and two manual checks.
Commissioner Terry seconded. All
voted aye.
Commissioner Patrick made a motion
to approve the adds and abates and one refund.
Commissioner Terry seconded. All
voted aye.
Mr. Witte presented a Personnel Change Notice (PCN) to hire
Janet Dove as a Legal Secretary (10/A) in the County Attorney’s Office. Commissioner Terry made a motion to approve
the PCN as presented. Commissioner
Patrick seconded. All voted aye.
Dave McMannis and
Lawrence Bullinger, Rural Fire District #1, and Dillard Webster, McPherson
County Emergency Management/Communications Director, joined the meeting for
general discussion regarding EMS funding through their Fire District. Some areas of their district, because of
location, are taxed but not represented by EMS service while others are paying
less and covered by more than one districts.
Mr. Witte stated that the Fire District Board has been given the choice
(by the Board of Commissioners) to provide EMS services in their Fire District
as they see fit.
Dianna Carter,
the new County Appraiser, joined the meeting to thank the Commissioners for the
chance to serve McPherson County. Mr.
Witte presented Resolution 05-11, “A Resolution to Appoint a County Appraiser
to a Term of Four Years and Until a Successor Shall be Appointed”. Commissioner Patrick made a motion to sign
Resolution 05-11 as presented.
Commissioner Terry seconded. Chairman Schroeder voted aye. Commissioner Patrick voted aye. Commissioner Terry voted aye. Commissioner
Terry made a motion to have the Chairman sign the Personnel Change Notice to
hire Dianna L. Carter as County Appraiser of McPherson County, effective July
1, 2005. Commissioner Patrick seconded. All voted aye.
Mr. Witte
presented the second HOME Grant Quarterly Progress Report for signature. At this time, four homes have been selected;
work write-up and estimate as well as project set-up have been completed on
them. Commissioner Patrick made a
motion to have the Chairman sign the report as presented. Commissioner Terry seconded. All
voted aye.
At 11:15 a.m. the Commissioners began a budget work
session. At 11:45 the Commissioners
recessed; no action was taken during the budget work session. The Commissioners reconvened at 1:00 p.m.
and continued the budget work session; no action was taken during that
time. At 1:50 p.m. Commissioner Terry
made a motion to adjourn. Commissioner
Patrick seconded. All voted aye.
