One item, “Potential Land
Acquisition”, was deleted from the agenda.
The 10:30 a.m. agenda item was rescheduled for November 2nd
and the 1:00 p.m. agenda item was rescheduled for October 26th. Commissioner Schroeder made a motion to
approve the agenda as amended.
Commissioner Patrick seconded. All
voted aye.
No one spoke during Public Input
Session at 10:00 a.m.
Commissioner Patrick made a motion
to approve the minutes of October 12, 2004 as presented. Commissioner Schroeder seconded. All voted aye.
Barry Stockinger, the County’s
Computer Technician, joined the meeting at 10:05 a.m. to answer questions the
Commissioners had concerning the Treasurer’s request last week to add a Real
Estate Tax Module to the County Web Page, the main concern being security. Mr. Stockinger explained that no one would
be able to access the County’s main computer by way of the Tax Module, the
information available would be updated daily to a separate server, unattached
to the main computer. The cost for the
Real Estate Tax Module would be no more than $3,600 to Komtek and labor would
be performed by Mr. Stockinger (already being paid by the County). Commissioner Schroeder made a motion to
approve the Real Estate Tax Module as requested by the County Treasurer. Commissioner Patrick seconded. All voted aye.
At 10:12 a.m. a public hearing was held on the vacation
of a road on the west side of Sections 19 and 30 in South Sharps Creek. The road borders Odessa Township in Rice
County and the request for vacation originally came from Rice County. Mr. Darrell V. Halbert spoke to the
Commissioners regarding the road vacation.
He was against the road vacation but after discussion with the
Commissioners, realized it was not the section of road he thought it was. With no other response from adjoining
landowners, Commissioner Patrick made a motion to approve Resolution No. 04-23,
“…vacating the road on the west side of Sections 19 and 30 in South Sharps
Creek Township in McPherson County and also bordering the east side of sections
24 and 25 in Odessa Township in Rice County”.
Commissioner Schroeder seconded.
Chairman Terry voted aye. Commissioner
Schroeder voted aye. Commissioner
Patrick voted aye.
Commissioner Schroeder made a motion to approve the
checks and claims. Commissioner Patrick
seconded. All voted aye.
Commissioner Schroeder made a motion to approve the adds
and abates register of October 15, 2004.
Commissioner Patrick seconded. All
voted aye.
Mr. Witte presented a credit card application for the
Sheriff’s Department with a credit limit of $5,000. The card is to be used exclusively for inmate transportation
expenses. Commissioner Patrick made a
motion to have the Chairman sign the credit card application for the Sheriff’s
department with the stipulation that it is to be used only for expenses
incurred for and during inmate transport.
Commissioner Schroeder seconded. All voted aye.
Dee Nelson, Sexual Assault/Domestic Violence Center,
joined the meeting at 10:55 a.m. with a request to proclaim October 2004 as
Domestic Violence Awareness Month.
Statistically, domestic violence has gone up in McPherson County over
the last few years. Commissioner
Patrick made a motion to proclaim the Month of October 2004 as Domestic
Violence Awareness Month in McPherson County.
Commissioner Schroeder seconded.
All voted aye.
Mr. Witte requested ten minutes, from 11:05 to 11:15 a.m.,
in executive session with the Commissioners to discuss non-elected personnel in
the Emergency Management/Communications Department. Commissioner Patrick made a motion to go into executive session
as requested. Commissioner Schroeder
seconded. All voted aye. The Commissioners returned to open
session at 11:15 a.m. No action was
taken during executive session.
At 11:15 a.m. Mustafa Sadeq, Public Works Project
Engineer and Gerry Bley, Public Works Design Engineer joined the meeting with
the following agenda items:
A. Mr. Sadeq
requested to advertise for bids for the rehabilitation project on County Road
451, with bids being opened November 10, 2004.
Commissioner Schroeder made a motion to advertise for bids for the CR
451 rehabilitation project as requested.
Commissioner Patrick seconded. All
voted aye.
B. Mr. Bley
presented bids received from two vendors, Geotechnical Services, Inc. (GSI) and
Terracon to perform soil borings and soil testing on Bridge Sites 2900002,
180081 and 220059. Mr. Bley recommended
approval of the bid from the low bidder, GSI in the amount of $14,414.00. Commissioner Schroeder made a motion to
approve the bid from GSI as recommended.
Commissioner Patrick seconded. All
voted aye.
Rick Batchellor, County Appraiser, joined the meeting at
11:30 a.m. and requested ten minutes, from 11:30 to 11:40 a.m., in executive
session, to include Mr. Witte, to discuss non-elected personnel in the
Appraiser’s Department. Commissioner
Patrick made a motion to go into executive session as requested. Commissioner Schroeder seconded. All voted aye. The Commissioners returned to open session at 11:40 a.m. No action was taken during executive
session.
At 12:00 p.m. Commissioner Schroeder made a motion to
adjourn. Commissioner Patrick seconded. All voted aye.
