Commissioner Schroeder made a motion to approve the
agenda as presented. Commissioner
Patrick seconded. All voted aye.
During
Public Input Session, Shawna Mitchell, County Extension Agent joined the
meeting along with the winners of the 4-H Fair Cookie Jar contest. The three winners presented their cookie
jars to the Commissioners, the cookie jars were filled with cookies they made
as part of the competition. The winners
were: Delaney Seely, Champion; Joanna Roberts, Reserve Champion and Amy and
Clarissa Sents, Blue Ribbon.
Commissioner
Schroeder made a motion to approve the minutes of July 20, 2004 as
presented. Commissioner Patrick
seconded. All voted aye.
Commissioner
Patrick made a motion to approve the checks and claims. Commissioner Schroeder seconded. All voted aye.
Mr. Witte presented two Personnel Change Notices (PCN’s)
for the Sheriff’s Department. The first
was to hire Jerome Montagne as a Part-Time Correctional Officer (12/A)
effective August 9, 2004 and the second was for end of probation (12/A to 12/B)
for Christopher Shafer effective July 18, 2004. Commissioner Schroeder made a motion to approve both PCN’s as
presented. Commissioner Patrick
seconded. All voted aye.
Commissioner Schroeder made a motion to approve the adds
and abates register dated July 23, 2004.
Commissioner Patrick seconded. All
voted aye.
Dave Bohnenblust, Public Works Director, joined the
meeting at 10:30 a.m. and updated the Commissioners on various road
projects. Mr. Bohnenblust also
requested to extend the Forby Construction contract for concrete patching on
County Road 2043. Forby Construction
was 28% lower than the next lowest bid and they have completed the work faster
than expected so Mr. Bohnenblust would like to extend the work another 2 ½
miles, this would allow Public Works to finish this 4-year project a year
earlier than originally planned. Funds
are available in the Public Works budget and in the reserve fund. Commissioner Schroeder made a motion to
extend the Forby Construction Contract as requested. Commissioner Patrick seconded.
All voted aye.
Mr.
Witte gave the Commissioners an update on the Old Mill Window Project. Robert Metzker of Hays, KS was low bidder on
the project but problems have come up with lead based paint abatement and his
company obtaining a performance bond as required by the State. Since the County would act as general
contractor, the State will possibly forgo the performance bond but only allow
Metzker to work on a quarter of the project at a time, with the architect Bruce
McMillian signing off on each quarter as it is finished.
Mr.
Witte requested 15 minutes, from 11:00 a.m. to 11:15 a.m., in executive session
with the Commissioners to discuss potential land acquisition. Commissioner Patrick made a motion to go
into executive session as requested.
Commissioner Schroeder seconded.
All voted aye. The
Commissioners returned to open session at 11:15 a.m. No action was taken during executive session.
The
Commissioners had a work session on the 2005 Budget from 11:15 a.m. until 12:30
p.m. No action was taken during the
work session. At 12:30 p.m.
Commissioner Patrick made a motion to adjourn.
Commissioner Schroeder seconded.
All voted aye.
