item was added to the agenda: at 10:50 a.m., John Klenda, County Counselor,
Attorney/Client Privilege. Commissioner
Schroeder made a motion to approve the agenda as amended. Commissioner Patrick seconded. All voted aye.
No
one spoke for Public Input at 10:00 a.m.
The
minutes of April 6th will be held until next week’s meeting.
Commissioner Patrick made a motion to approve
the payroll register. Commissioner
Schroeder seconded. All voted aye.
Commissioner
Schroeder made a motion to approve the adds and abates and landfill. Commissioner Patrick seconded. All voted aye.
Brenda Becker, County
Treasurer, joined the meeting at 10:10 a.m. and presented a Personnel Change
Notice (PCN) to hire Wesley E. James as Tax Supervisor (12/A) effective April
19, 2004. Commissioner Schroeder made a
motion to have the chairman sign the PCN as presented. Commissioner Patrick seconded. All voted aye.
Dave
Bohnenblust, Public Works Director and Patricia Wachtel, Engineering Tech
joined the meeting at 10:25 a.m. Mr.
Bohnenblust gave a brief update on ongoing projects at Public Works then
presented the following agenda items:
B.
Request to advertise for six concrete
box culvert bridge replacements, (Project 2004-01). Approximate cost for the project is $300,000 and it is a 2004
budgeted item. Commissioner Patrick
made a motion to have the Chairman sign the Advertisement for Bids as
requested. Commissioner Schroeder
seconded. All voted aye.
A. Patricia
Wachtel presented the 2003 McPherson County Public Works Annual Report. After brief discussion, Mr. Bohnenblust
requested approval of the 2003 Annual Report.
Commissioner Schroeder made a motion to approve the 2003 McPherson
County Public Works Annual Report at presented. Commissioner Patrick seconded.
All voted aye.
Chairman
Terry presented Resolution 04-09, a resolution petitioning the Government to
Support the Marriage Amendment Bill (HCR 5033) which states “no relationship
other than a marriage between one man and one woman shall be recognized by the
state as being entitled to the rights, benefits, privileges and incidents of
marriage”. HCR 5033 also gives the
people of Kansas the right to vote on how marriage is defined in the Kansas
Constitution. The House of
Representatives has passed the bill, however the Kansas Senate has amended it,
removing the reference to “state recognition of benefits of marriage”. Resolution 04-09 calls upon the Kansas
Senate leadership to readdress HCR 5033 before the end of the 2004
session. Chairman Terry made a motion
to approve Resolution 04-09 and to send it to the Senate members and to KCCA. Commissioner Patrick seconded. Chairman Terry voted aye. Commissioner Schroeder voted aye. Commissioner Patrick voted aye.
John
Klenda, County Counselor, joined the meeting at 10:55 a.m. and requested 30
minutes, from 10:55 to 11:25 a.m. in executive session to discuss possible
litigation; he further requested that Mr. Witte be included. Commissioner Patrick made a motion to go
into executive session as requested.
Commissioner Schroeder seconded.
All voted aye. The
Commissioners returned to open session at 11:25 a.m. No action was taken during executive session.
At
11:30 a.m. the Commissioners recessed and reconvened at 1:00 p.m. at Public
Works for a work session. No action was
taken during the work session. At 3:30
p.m. Commissioner Patrick made a motion to adjourn. Commissioner Schroeder seconded.
All voted aye.
