ALL PRESENT
One item was added to the agenda: Dave Bohnenblust,
Public Works Director – Request to Award Bids for Liquid Asphalt for 2004
Roadway Program. Commissioner Schroeder
made a motion to approve the agenda as amended. Commissioner Patrick seconded.
All voted aye.
No one spoke for Public Input Session at 10:00 a.m.
Commissioner Patrick made a motion to approve the
minutes of March 23rd and 25th, 2004 as corrected. Commissioner Schroeder seconded. All voted aye.
Commissioner Schroeder made a motion to approve the
adds and abates register of March 26, 2004.
Commissioner Patrick seconded. All
voted aye.
Commissioner Schroeder made a motion to approve the
payroll for April 2, 2004. Commissioner
Patrick seconded. All voted aye.
John Klenda, County Counselor, joined the meeting at
10:12 a.m. and requested fifteen minutes, from 10:12 to 10: 27, in executive
session with the Commissioners under the attorney/client privilege to discuss
litigation matters. He further
requested that Mr. Witte be included.
Commissioner Patrick made a motion to go into executive session as
requested. Commissioner Schroeder
seconded. All voted aye. At 10:27 a.m. Commissioner Patrick made a
motion to extend executive session an additional five minutes, from 10:27 to
10:32 a.m. Chairman Terry
seconded. All voted aye. The Commissioners returned to open session
at 10:32 a.m.; no action was taken during executive session.
Dave Bohnenblust, Public Works Director, joined the
meeting at 10:32 a.m. to request to award bids for liquid asphalts for the 2004
Roadway Program. Bids were received
from three vendors. Mr. Bohnenblust
recommended awarding the bids as follows:
Liquid Asphalt PG 64-22 and/or AC-20 to Trigeant (formerly ElPaso of
ElDorado, KS) at a cost of $0.717/gal; Liquid Asphalt CRS-1HP to Koch of
Wichita at a cost of $1.015/gal; Liquid Asphalt CSS-1H - FOB suppliers terminal
- to Koch at $0.790/gal.; Liquid Asphalt CSS-1H - FOB county plant - to Koch at
$0.854/gal.; Liquid Asphalt SS-1H - FOB suppliers terminal - to Koch at
$0.780/gal.; Liquid Asphalt SS-1H - FOB county plant - to Koch at $0.844/gal;
and Liquid Asphalt MC-800 - FOB county plant - to Vance Brothers of Kansas
City, KS at $0.944. Commissioner
Patrick made a motion to approve the liquid asphalt bids as recommended. Commissioner Schroeder seconded. All voted aye.
Commissioner Patrick made a motion to approve a
Proclamation proclaiming the month of April as Fair Housing Month in McPherson
County. Commissioner Schroeder
seconded. All voted aye.
Commissioners Patrick and Terry gave a report on the
North Central Kansas County Highway Officials Association (NCKCHOA) annual
meeting held in Ellsworth, KS on March 25th.
At 11:20 a.m. the Commissioners held a work session,
during that time there was discussion on a Settlement and Release of Claims
between McPherson County and Action Equipment of Moundridge regarding their
sign which was cited by Planning & Zoning as being in violation of Planning
& Zoning regulations concerning height restrictions and signage
requirements. Action Equipment had already signed, agreeing to the terms of the
Settlement and Release of Claims.
Commissioner Schroeder made a motion to sign the Settlement and Release
of Claims as presented. Commissioner
Patrick seconded. All voted aye.
At 12:00 p.m. the Commissioners recessed for lunch
and reconvened at 1:00 p.m. to continue the work session. No other action was taken during the work
session. At 2:45 p.m. Commissioner
Patrick made a motion to adjourn.
