Two
items were added to the agenda: 1) John
Klenda, County Counselor – Attorney/Client Privilege at 10:45 a.m. and 2) under
the 10:10 a.m. agenda item add Request to Mail Right-Of-Way Purchase
Offers. Commissioner Schroeder made a
motion to approve the agenda as amended.
Commissioner Patrick seconded. All
voted aye.
No
one spoke for Public Input at 10:00 a.m.
Commissioner
Schroeder made a motion to approve the minutes of March 16 and 17, 2004 as
corrected. Commissioner Patrick
seconded. All voted aye.
Commissioner Schroeder made a motion to approve the
checks and claims. Commissioner Patrick
seconded. All voted aye.
Commissioner
Patrick made a motion to approve the adds and abates and landfill register of
March 19, 2004. Commissioner Schroeder
seconded. All voted aye.
Dave
Bohnenblust, Public Works Director, joined the meeting at 10:10 a.m. with the
following agenda items:
A. Request to mail offers to land owners for
purchase of right-of-way along CR 451.
Commissioner Patrick made a motion to approve the mailing as requested. Commissioner Schroeder seconded. All voted aye.
B. Request approval of a Personnel Change
Notice (PCN) to promote Keri Duree from an Engineering Technician I to
Engineering Technician II (9/B to 13/A), effective March 14, 2004. Commissioner Schroeder made a motion to
approve the PCN as presented.
Commissioner Patrick seconded. All
voted aye.
Mr.
Witte presented a letter from the Kansas Supreme Court notifying the Commission
that a replacement is needed to finish the term of Mr. Joe Goering on the Ninth
Judicial District Judge Nominating Committee, the term runs until March
2006. Mr. Goering, who recently passed
away, was one of two non-lawyer appointments made by the McPherson County
Commission. Chairman Terry suggested
Ellis Musselwhite, a former McPherson County Sheriff, to finish out Mr.
Goering’s term. Commissioner Patrick
made a motion to appoint Ellis Musselwhite as the non-lawyer replacement on the
Ninth Judicial District Judge Nominating Committee. Commissioner Schroeder seconded. All voted aye.
Mr.
Witte requested five minutes, from 10:30 to 10:35 a.m. in executive session
with the Commissioners to discuss non-elected personnel in the Treasurer’s
Office. Commissioner Schroeder made a
motion to go into executive session as requested. Commissioner Patrick seconded.
All voted aye. The
Commissioners returned to open session at 10:35 a.m.; no action was taken
during executive session.
John
Klenda, County Counselor, joined the meeting at 10:45 a.m. and requested
fifteen minutes, from 10:45 to 11:00 a.m., in executive session under the
attorney/client privilege, and to include Mr. Witte. Commissioner Patrick made a motion to go into executive session
as requested. Commissioner Schroeder
seconded. All voted aye. The Commissioners returned to open session
at 11:00 a.m.; no action was taken during executive session.
The
Commissioners and Mr. Witte held a work session from 11:00 a.m. until 11:45
a.m. No action was taken during the
work session. At 11:45 the
Commissioners recessed. Commissioners
Terry and Patrick reconvened on March 25th at the North Central
Kansas County Highway Officials Association (NCKCHOA) meeting in Ellsworth, KS
at 9:00 a.m. No action was taken by the
Commissioners during the NCKCHOA meeting.
At 3:15 p.m. Commissioner Patrick made a motion to adjourn. Commissioner Terry seconded. All voted aye.
