Although the LEPC is a public-private partnership, it operates as a governmental entity pursuant to and in strict accordance with all applicable laws, regulations, guidelines, and resolutions, and shall be appointed by the Board of County Commissioners.

As such, the Committee works from a set of BYLAWS that are reviewed on an annual basis and voted on by its voting members.
