BOARD OF McPHERSON COUNTY COMMISSIONERS

REGULAR MEETING

ALL PRESENT

 

Commissioner Patrick made a motion to approve the agenda as presented.  Commissioner Schroeder seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the minutes of July 22, 2003 as presented.  Commissioner Schroeder seconded.  All voted aye.

 

Shawna Mitchell, County Extension Agent and two 4-H Fair Exhibitors, Ameilea Nestor and Delaney Seeley joined the meeting at 10:10 a.m.  Amelia and Delaney were awarded a blue ribbon and purple ribbon respectively for their entries in the cookie jar competition.  They presented the Commissioners with their cookie jars.  Delaney’s brother Jacob was not in the competition but brought a third jar of cookies so that each of the Commissioners could be given a jar of cookies.  Ms. Mitchell also invited the Commissioners to the 4-H Fair.

 

Dillard Webster joined the meeting at 10:15 a.m. and requested 15 minutes, from 10:15 to 10:30 a.m., in executive session to discuss non-elected personnel.  He also requested that Mr. Witte be included.  Commissioner Patrick made a motion to go into executive session as requested.  Commissioner Schroeder seconded.  All voted aye.  The Commissioners returned to open session at 10:30 a.m.  No action was taken during executive session.

 

Mr. Webster briefly discussed the Local Emergency Plan with the Commissioners and gave them a condensed copy to study.  He will be on the agenda for next week’s meeting to go over the plan in depth with the Commissioners.

 

Leon Hobson, Public Works Director, joined the meeting at 10:32 a.m. with the following agenda items:

A.   Award the Bid for the Centennial Project.  Two bids were received for the project; the low bid was from APAC-Kansas-Shears of Salina, KS for $117,983.55.  With contributions from other entities involved in the project the County’s share will be about $68,000, which will come from the reserve fund.  Commissioner Patrick made a motion to approve the bid from APAC-Kansas-Shears as presented.  Commissioner Schroeder seconded.  All voted aye.

B.   Request Approval of the Request to Advertise for the Replacement of Lighting in the Shop.  Public Works is planning to replace the current fluorescent lighting with halogen lighting.  This was budgeted for in the 2003 Budget.  Commissioner Schroeder made a motion to approve the request to advertise as requested.  Commissioner Patrick seconded.  All voted aye.

C.   Request to approve to Purchase a Cabinet Parts Washer.  Bids were obtained from two vendors, however the Commissioners asked that bids be requested from more of the local (McPherson County) vendors.  No action was taken at this time.

D.   Request to Award the Bid for Motor Grader.  Six bids were received from three different vendors.  Mr. Hobson recommended the bid from Foley Tractor for a 2003 used (rental) 140H-00 Cat for an outright purchase price of $173,950 with a full machine warranty and $90,000 buy back.  After discussion, Commissioner Patrick made a motion to approve the bid from Foley Tractor as recommended.  Commissioner Schroeder seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the abate.  Commissioner Schroeder seconded.  All voted aye.

 

 

 

At 11:30 a.m. the Commissioners recessed and reconvened at 1:00 p.m. for a budget work session.  No action was taken during the work session.  At 2:45.p.m. Commissioner Schroeder made a motion to adjourn.  Commissioner Patrick seconded.  All voted aye.
