The Commissioners Terry and Schroeder met at 6:00 p.m. on May 12, 2003 with the McPherson County Small Business Development Association (MCSBDA) for their quarterly meeting, held at the Pear Tree Restaurant.  No action was taken by the Commissioners during that time.  At 7:15 p.m. the Commissioners recessed and reconvened May 13th at 10:00 a.m. for their regular weekly meeting at the County Courthouse.

Commissioner Patrick made a motion to approve the minutes of May 6th  and 9th 2003 as corrected.  Commissioner Schroeder seconded.  All voted aye.

Commissioner Schroeder made a motion to approve the checks and claims and payroll.  Commissioner Patrick seconded.  All voted aye.

There was discussion on a resolution to establish Road Impact Fees to be imposed upon new development in the unincorporated area of the county.  Purpose of the Road Impact Fee is to finance the improvement of roads necessitated by the new development.  Mr. Witte presented Harvey County’s Resolution 2000-4 as an example.  It was the consensus of the Commission to use the Harvey County Resolution as a guide to send to various entities such as banks, realtors, etc. for their input on a resolution for McPherson County.  Mr. Witte will obtain permission from Harvey County before using their resolution.

There was discussion on the courthouse gallery pictures of past officials.  The pictures have been sent to Mann’s Studio for digitizing in order to have two CD’s made of the pictures, one to archive and one to remain at Mann’s for use in updating the picture panels as well as being accessible to the public for reproductions when requested.  The McPherson Historical Society has volunteered to pay the approximate cost of $650 for putting the pictures on CD’s.   It was the consensus of the Commission that the County pay approximately $1,950 to have all the pictures digitally reproduced from the CD’s to replace the original picture panels that hang in the courthouse.  The original pictures will be archived in a courthouse vault for safekeeping.

At 11:35 a.m. Commissioner Schroeder made a motion to adjourn.  Commissioner Patrick seconded.  All voted aye.
