BOARD OF McPHERSON COUNTY COMMISSIONERS

10:00 A.M. - REGULAR MEETING - COURTHOUSE

6:30 P.M. – WORK SESSION w/SOLID WASTE UTILITY BOARD - PERKINS RESTAURANT

ALL PRESENT

 

The following changes were made to the agenda:  Delete 1 p.m. Work Session with Public Works Director; Add 1) Six MCKIDS Contracts for Signature and 2) Two Quit Claim Deeds for Signature - Crestwood Cemetery Plots.  Commissioner Schroeder made a motion to approve the agenda as amended.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Schroeder made a motion to approve the minutes of April 29, 2003 as presented.  Commissioner Patrick seconded.  All voted aye.

 

Leon Hobson, Public Works Director, joined the meeting at 10:10 a.m. to present Personnel Change Notices (PCN’s) to hire two Summer Maintenance Worker I’s.  Commissioner Patrick made a motion to go into executive session for 10 minutes (from 10:10 to 10:20 a.m.) to discuss non-elected personnel in the Public Works Department and to include Mr. Hobson and Mr. Witte.  Commissioner Schroeder seconded.  All voted aye.  The Commissioners returned to open session at 10:20 a.m.  No action was taken during executive session.  Commissioner Patrick made a motion to hire Lindsay Lies and Joshua Nelson as Summer Maintenance Worker I’s (6/A), effective May 12 and May 27, 2003 respectively.  Commissioner Schroeder seconded.  All voted aye.

 

David Stewart, Maintenance, joined the meeting at 10:30 a.m. and presented bids received from four local vendors for HVAC units at the MCKIDS Building.  The two current units are in constant need of repair.  Bids received are to replace the west furnace and the east furnace and air conditioner.  Low bid was from General Air of McPherson at $6,157.08 and they would be able to start on the project within 30 days.  Commissioner Patrick made a motion to accept the bid from General Air as presented.  Commissioner Schroeder seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the adds and abates register dated May 2, 2003.  Commissioner Schroeder seconded.  All voted aye.

 

Mr. Witte presented I.R.S. Form 5500, Annual Return/Report of Employee Benefit Plan, for signature by the Chairman.  Form 5500 is a report required annually by the Federal Government for the County Employee Cafeteria (501) Compensation Plan.  Commissioner Schroeder made a motion to have the Chairman sign IRS Form 5500 as presented.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Witte presented six contracts for educational services through the MCKIDS program.  Commissioner Schroeder made a motion to have the Chairman sign the MCKIDS contracts as presented.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Witte presented two quitclaim deeds for 6 plots at McPherson County Crestwood Cemetery.  Commissioner Patrick made a motion to sign the quitclaim deeds as presented.  Commissioner Schroeder seconded.  All voted aye.

 

Commissioner Patrick and Mr. Witte gave a brief over-view of their meeting with Mr. Bruce Wrightsman, AIA of the Kansas State Historical Society concerning the Swedish Pavilion at the Old Mill Museum.  The Museum would like to do some temporary repairs to the Pavilion building and need State Historical Society approval of any changes to the Pavilion since the Mill/Museum is on the National Register of Historical Places.

 

At 11:35 a.m. the Commissioners recessed and commissioners Terry and Patrick reconvened at 6:30 p.m. at the Perkins Restaurant for a work session with the Solid Waste Utility Board.  No action was taken by the Commissioners during that time.  At 9:30 p.m. the Commissioners recessed and all three Commissioners reconvened on May 9th at 9:45 a.m. when they took part in the annual McPherson County All School’s Day Parade.  No action was taken by the Commissioners during the parade.  At 12:00 p.m. Commissioner Schroeder made a motion to adjourn.  Commissioner Patrick seconded.  All voted aye.
