BOARD OF McPHERSON COUNTY COMMISSIONERS

 

 

SEPTEMBER 6, 2005

REGULAR MEETING

10:00 A.M.

ALL PRESENT

 

One item was added to the agenda: HOME Grant Project Contracts and Change Order.  Commissioner Terry made a motion to approve the agenda as amended.  Commissioner Patrick seconded.  All voted aye.

 

No one spoke for Public Input Session at 10:00 a.m.

 

Commissioner Patrick made a motion to approve the minutes of August 30, 2005 as presented.  Commissioner Terry seconded.  All voted aye.

 

Commissioner Terry made a motion to approve the checks and claims.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the adds and abates and landfill register of September 2, 2005.  Commissioner Terry seconded.  All voted aye.

 

A public hearing was held at 10:10 a.m. on the vacation of less than 5.95 acres of road right-of-way located in Harper Township.  There was no public input concerning the right-of-way-vacation.  Commissioner Patrick made a motion to approve Resolution 05-17, a Vacation of Road Right-of-Way located in Harper Township.  Commissioner Terry seconded.  Chairman Schroeder voted aye.  Commissioner Patrick voted aye.  Commissioner Terry voted aye.

 

Mr. Witte presented a letter in support of the development of renewable energy technology, such as wind turbine technology but not expressing an opinion on the merits of any particular wind farm proposal for McPherson County.  Commissioner Patrick made a motion to have the Chairman sign the letter as presented.  Commissioner Terry seconded.  All voted aye.

 

Mr. Witte presented four HOME Grant Project contracts and one HOME Grant Change order for signature.  Commissioner Terry made a motion to have the Chairman sign the contracts and change order as presented.  Commissioner Patrick seconded.  All voted aye.

 

Marvin Peters, McPherson Industrial Development Company (MIDC) Executive Director joined the meeting at 10:30 a.m. and introduced Jeff Johnson and Monty Koehn, President and Vice-President respectively, of Premier Casting and Machine Service, Inc., a company that remanufactures heavy equipment component parts, engine blocks and transmission housings.  The company is currently expanding their business to a new facility that provides more space for additional equipment.  Mr. Johnson spoke to the Commission, requesting a property tax exemption on the new building.  Mr. Craig Holman, Vice President of MIDC read a letter from the MIDC Board of Directors stating that they have reviewed the project and determined that the new building expansion meets the statutory requirements to be considered for property tax exemption under the Kansas Constitution and McPherson County Resolution 04-14.  They also made a finding of fact that the expansion is necessary to retain jobs in Kansas.  Mr. Holman requested that a date and time be set for a public hearing on Premier Casting’s request for tax exemption.  Commissioner Terry made a motion to accept the preliminary application for tax exemption from Premier Casting and Machine Service, Inc. as presented.  Commissioner Patrick seconded.  All voted aye.  A public hearing will be held on October 4, 2005 at 10:10 a.m. for the tax exemption request.

 

John Hawk, McPherson Area Solid Waste Utility (MASWU) Operations Manager joined the meeting at 10:50 a.m. to discuss the County and Regional Five-Year Solid Waste Plan.  The five-year plan must be reviewed every year and Mr. Hawk presented the changes as proposed by the three-county Authority Board after their annual review.  Commissioner Patrick made a motion to approve the changes as presented in the five-year plan and have MASWU send the plan, with changes, to KDHE for approval.  Commissioner Terry seconded.  All voted aye.

 

At 11:25 p.m. Commissioner Terry made a motion to adjourn.  Commissioner Patrick seconded.  All voted aye.
