BOARD OF McPHERSON COUNTY COMMISSIONERS

 

 

JUNE 28, 2005

REGULAR MEETING

10:00 A.M.

ALL PRESENT

 

Commissioner Terry made a motion to approve the agenda as presented.  Commissioner Patrick seconded.  All voted aye.

 

Mrs. Martha Hilley of Stafford, KS joined the meeting at 10:00 a.m. for Public Input Session.  Mrs. Hilley and her husband own land in Bonaville Township where they plan to build their retirement home but rumors of wind farming in the County have them concerned.  At last week’s meeting, after hearing the reasons against wind farms in McPherson County from several rural landowners, the Commissioners asked the landowners to bring facts to substantiate the many allegations against wind farms that were brought up at that meeting.  At today’s meeting Mrs. Hilley presented the Commissioners with her findings. 

 

Also during Public Input Session, Commissioner Terry shared an invitation from the McPherson Ministerial Alliance for their 4th Annual Prayer Walk to be held on July 4th, 2005 at the Lakeside Park band shell.

 

Commissioner Terry made a motion to approve the minutes of June 21, 2005 as presented.  Commissioner Patrick seconded.  All voted aye.

 

Dick Beasley, Community Corrections Director, joined the meeting at 10:10 a.m. and presented a Personnel Change Notice (PCN) to hire Derek McDonnell as an Intensive Supervision Officer I (22/A State) effective July 5, 2005.  Commissioner Terry made a motion to approve the PCN as presented.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Terry made a motion to approve the checks and claims.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the landfill abates of June 24, 2005.  Commissioner Terry seconded.  All voted aye.

 

Mr. Witte presented a “Proposal for Consulting Services - Strategic Planning for McPherson County” from Mr. Thomas A. Brown, President of Savant Services, LC.  In order to meet enterprise zone requirements, the County is required to submit a new, updated strategic plan to the Kansas Department of Commerce by November 1, 2005.  Mr. Brown/Savant Services proposes to assist the County in preparing a strategic plan and submitting it to the State and meet the enterprise zone requirements.  Cost of the consulting service is $8,500 plus travel and administrative expenses.  Commissioner Patrick made a motion to have the Chairman sign the Proposal as presented.  Commissioner Terry seconded.  All voted aye.

 

Brenda Becker, County Treasurer, joined the meeting at 10:30 a.m. and requested ten minutes, from 10:30 to 10:40 a.m. in executive session to discuss non-elected personnel, and to include Mr. Witte.  Commissioner Terry made a motion to go into executive session as requested.  Commissioner Patrick seconded.  All voted aye.  At 10:40 a.m. Chairman Schroeder made a motion to extend executive session five minutes, from 10:40 to 10:45 a.m.  Commissioner Terry seconded.  All voted aye.  The Commissioners returned to open session at 10:45 a.m.  No action was taken during executive session.  Commissioner Terry made a motion to approve a Personnel Change Notice for Marcy Davenport, Bookkeeper/Clerk in the Treasurer’s Office (9/B to 9/C) effective July 17, 2005.  Commissioner Patrick seconded.  All voted aye.

 

Fern Hess, Health Department Director, joined the meeting at 10:50 a.m. with the 2006 Health Department Budget Presentation.  No action was taken at this time.

 

Jaymie O’Dell of Interiors by Jaymie O’Dell, joined the meeting at 11:15 a.m. for work session to discuss the second and fifth floor Bank of America Building improvements.  No action was required at this time.

 

At 12:05 p.m. the Commissioners recessed and reconvened at 1:00 p.m. for a Budget Work Session.  No action was taken during the budget work session.  At 1:45 p.m. Commissioner Patrick made a motion to adjourn.  Commissioner Terry seconded.  All voted aye.
