BOARD OF McPHERSON COUNTY COMMISSIONERS

 

 

MARCH 22, 2005

REGULAR MEETING

10:00 A.M.

 

ALL PRESENT

 

Commissioner Terry made a motion to approve the agenda as presented.  Commissioner Patrick seconded.  All voted aye.

 

No one spoke during Public Input Session at 10:00 a.m.

 

Commissioner Patrick made a motion to approve the minutes of March 15, 2005 as presented.  Commissioner Terry seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the checks and claims.  Commissioner Terry seconded.  All voted aye.

 

Commissioner Terry made a motion to approve the adds and abates register of March 18, 2005.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Witte presented Internal Revenue Service (IRS) Form 5500, Annual Return/Report of Employee Benefit Plan.  It is required that Form 5500 be filed annually with the IRS as long as the County participates in the Cafeteria (Section 125) Plan.  Commissioner Terry made a motion to have the Chairman sign Form 5500 as presented.  Commissioner Patrick seconded.  All voted aye.

 

Dave Bohnenblust, Public Works Director, joined the meeting with the following agenda items:

A.  Request to award the bid for a front-loading lowbed trailer.  This agenda item was deferred from last week’s meeting and was brought to this week’s meeting for action.  After lengthy discussion, Commissioner Terry made a motion to approve the request to purchase a front-loading lowbed trailer from GW VanKeppel (low bid) for $55,686 less $18,000 trade in for a total purchase price of $37,686.  Chairman Schroeder seconded.  Chairman Schroeder and Commissioner Terry voted aye.  Commissioner Patrick voted nay.

B.  Request approval of Resolution 05-04, “A Resolution Authorizing the Purchase of Certain Real Estate for the Development, Operation and Use of an Asphalt Plant.”  The land is located across the road south of the County Asphalt Plant and will mainly be used for storage of asphalt materials and aggregate storage.  Purchase price for the 32.2 acres, including road right of way, is $45,080.  Commissioner Patrick made a motion to sign Resolution 05-04 as presented.  Commissioner Terry seconded.  Chairman Schroeder voted aye.  Commissioner Patrick voted aye.  Commissioner Terry voted aye. 

 

Mr. Witte presented a proclamation designating the month of April 2005 as Fair Housing Month in McPherson County.  This is being done in conjunction with the HOME Grant that was recently awarded to McPherson County.  Commissioner Terry made a motion to sign the Proclamation for Fair Housing Month as presented.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Witte presented a letter from Dillard Webster, Emergency Management and Communications Director, requesting that the county pay the City of McPherson the annual training appropriation per the agreement between the city and county for hazardous materials training.  This money is used by the McPherson Fire Department to train personnel for haz-mat situations; the McPherson Fire Department is in turn designated as the haz-mat response team for the County of McPherson.  It was a consensus of the Commission to pay the $10,000 as requested.

 

Mr. Witte presented Resolution 2005-05 “….to authorize judicial foreclosure and sale of real estate”  The County has several parcels of land to be sold at a delinquent property tax sale.  Resolution 2005-05 will allow County Counselor, John Klenda, to proceed with preparation of the tax sale.  Commissioner Terry made a motion to approve Resolution 2005-05 as presented.  Commissioner Patrick seconded.  Chairman Schroeder voted aye.  Commissioner Patrick voted aye.  Commissioner Terry voted aye.

 

Mr., Witte presented a letter from Scott Johnson, Board Secretary for McPherson County Rural Fire District #2, Marquette requesting to appoint Kerry Linder to a vacancy on their Board.  Commissioner Patrick made a motion to approve the appointment as requested.  Commissioner Terry seconded.  All voted aye.

 

Chairman Schroeder made a motion to have Commissioner Terry sign eight MCKIDS contracts.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Witte presented a Request for Release of Funds and Certification from the U.S. Dept. of Housing and Urban Development for signature.  This will allow the use of Federal funds for the rehabilitation of homes for the elderly, disabled and low income in the County of McPherson through the HOME Grant recently awarded to the County.  Commissioner Terry made a motion to have the Chairman sign the Release of funds and Certification as presented.  Commissioner Patrick seconded.  All voted aye.  Commissioner Patrick made a motion to sign the Quarterly Progress Report.  Commissioner Terry seconded.  All voted aye.

 

At 11:35 a.m. Commissioner Terry made a motion to adjourn.  Commissioner Patrick seconded.   All voted aye.
