BOARD OF McPHERSON COUNTY COMMISSIONERS

ALL PRESENT

 

 

One item was added to the agenda:  Discussion-Potential Land Acquisition.  Commissioner Terry made a motion to approve the agenda as amended.  Commissioner Patrick seconded.  All voted aye.

 

No one spoke during Public Input Session at 10:00 a.m.

 

Commissioner Patrick made a motion to approve the minutes of February 8, 2005 as presented.  Commissioner Terry seconded.  All voted aye.

 

Commissioner Terry made a motion to approve the payroll for February 18, 2005.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Terry made a motion to approve the adds and abates register of February 11, 2005.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Witte presented a proposal from Phone Connection Voice Networks for a voice mail phone system for the Courthouse.  A new system would cost $9,850 and a used system would cost $7,950.  After discussion Commissioner Terry made a motion to purchase a used Nortel 8 Port Voice Mail/Auto Attendant System, including installation and programming and customer training with 1-year warranty for the total price of $7,950.  Commissioner Patrick seconded.  All voted aye.

 

Dave Bohnenblust, Public Works Director, joined the meeting at 10:20 a.m. with the following agenda items:

A.  Request signature on the advertisement for bids to purchase a ¾ ton 4x4 pickup.  Commissioner Patrick made a motion to have the Chairman sign the advertisement for bids for a ¾ ton 4x4 pickup as presented.  Commissioner Terry seconded.  All voted aye.

B.  Request signature on the advertisement for bids for the replacement of a tandem axle truck with dump body and V-spreader.  Commissioner Patrick made a motion to have the Chairman sign the advertisement for bids for the replacement of a tandem axle truck with dump body and V-spreader as presented.  Commissioner Terry seconded.  All voted aye.

C.  Request signature on the advertisement for bids for a front-loading low bed trailer.  After discussion Commissioner Patrick made a motion to have the Chairman sign the advertisement for bids for a new or late model used front-loading low bed trailer.  Commissioner Terry seconded.  All voted aye.

 

At 10:45 Mr. Leroy Holloway, 415 S. Chestnut, McPherson joined the meeting and requested to speak with the Commissioners.  Although he missed the Public Input Session at 10:00 a.m., he was given permission to address the Commission.  Mr. Holloway, not aware of the requirements for tax exemption, asked the Commissioners why WWII Veterans couldn’t receive tax exemption.  The Commissioners explained that tax exemptions are limited to industry as a way to bring new industry into the area and is a process designed by the State of Kansas as an Economic Development program.

 

Mr. Witte presented contracts for HOME Administrative Services and Housing Inspection/Risk Assessment Services between McPherson County and South Central Kansas Economic Development District, Inc. (SCKEDD).  After tabulation of bid proposals received from three companies, SCKEDD was determined to be the highest ranked for both Administrator and Inspector/Assessment Services.  Commissioner Terry made a motion to have the Chairman sign the contracts as presented.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Witte presented Certification for the JABG grant application for Community Corrections that was approved by the Commissioners at their February 1, 2005 meeting.  Commissioner Patrick made a motion to sign the certification as presented.  Commissioner Terry seconded.  All voted aye.

 

At 11:10 a.m. Mr. Witte requested 20 minutes, from 11:10 to 11:30 a.m. in executive session to discuss potential land acquisition.  Commissioner Terry made a motion to go into executive session for 20 minutes as requested, including Mr. Witte.  Commissioner Patrick seconded.  All voted aye.  The Commissioners returned to open session at 11:30 a.m.  No action was taken during executive session.

 

At 11:50 a.m. the Commissioners recessed and reconvened at 12:00 p.m. at the Pear Tree Restaurant in McPherson for a lunch meeting with the McPherson City Commissioners.  No action was taken by the County Commissioners during that time.  At 1:50 p.m. they recessed and reconvened at 5:45 a.m. on February 15th when they drove to Topeka, KS where the Commissioners and Mr. Witte attended the annual Kansas Association of Counties (KAC) County Government Day. They returned to the Courthouse at 3:30.p.m. and Commissioner Terry made a motion to adjourn.  Commissioner Patrick seconded.  All voted aye.   The Board of McPherson County Commissioners took no action during the KAC County Government Day.
