PUBLIC OFFICIALS BRIEFING ON K61 ENHANCEMENT PROJECT

The Commissioners attended a “Kitchen Table” Public Officials Briefing on the K61 Enhancement Project at the Dillon Nature Center in Hutchinson, KS on January 31.  The McPherson County Commissioners took no action during that time.  The Commissioners recessed at 5:00.m. and reconvened on February 1, 2005 for their regular weekly meeting at 10:00 a.m.  One item was added to the agenda: Dan Schrag, Noxious Weeds Director – Request approval of Bid for ATV.  Commissioner Terry made a motion to approve the agenda as amended.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Dayton Rothrock, 1112 Darlow Ct., McPherson, spoke during Public Input Session at 10:00 a.m. regarding tax abatements.  Quoting from an article in the New Yorker, tax abatements are “illegal” and the money could go to other uses.  Mr. Rothrock also feels that Levy Sheets should be sent with tax statements to all taxpayers, as well as a listing of all tax abatements in force.

 

At 10:10 a.m. a public hearing was held on a Tax Exemption Request from Aero Transportation Products (ATP).  Mr. Brett Reber, President of McPherson Industrial Development Co. (MIDC), read a letter of endorsement from the MIDC Board recommending approval of ATP’s request for a 50% personal property tax exemption for 10 years.  After discussion, Commissioner Terry made a motion to approve Resolution 05-01 “A resolution granting economic development tax incentives to Aero Transportation Products, Inc.”  Commissioner Patrick seconded.  Chairman Schroeder voted aye.  Commissioner Patrick voted aye.  Commissioner Terry voted aye.

 

Dan Schrag, Noxious Weeds Director, joined the meeting at 10:22 a.m. to request approval to purchase a 2005 Yamaha 450 ATV as requested at last week’s meeting.  He was asked last week to try to get bids from other companies.  Mr. Schrag called several vendors but only a few were interested in bidding and after faxing specs to those interested, none bid.  Commissioner Terry made a motion to approve the request to purchase a Yamaha 450 4-wheel drive ATV from Superior Industries of Superior, NE as requested at last week’s meeting.  Chairman Schroeder seconded.  Commissioners Schroeder and Terry voted aye.  Commissioner Patrick voted nay.

 

Commissioner Patrick made a motion to approve the minutes of January 25, 2005 as presented.  Commissioner Terry seconded.  All voted aye.

 

Commissioner Terry made a motion to approve the payroll of February 4, 2005.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the adds and abates register of January 28, 2005.  Commissioner Terry seconded.  All voted aye.

 

Mr. Witte presented a Personnel Change Notice (PCN) for end of probation (from 12/A to 12/B) for Jerome Montagne, Temp/Full Time Corrections Officer in the Sheriff’s Department, effective February 13, 2005.  Commissioner Terry made a motion to approve the PCN as presented.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Witte presented a letter of engagement from George, Bowerman & Noel, P.A. for the County’s annual audit for the year ended December 2004.  Commissioner Patrick made a motion to have the Chairman sign the letter of engagement with George, Bowerman & Noel, P.A. as presented.  Commissioner Terry seconded.  All voted aye.

 

At 10:55 a.m. a work session was held to select an Administrator and an Inspector/Assessor for the HOME Grant.  Applications were opened at last week’s meeting and during this week’s work session, the Commissioners ranked the applications.  These will be tabulated by the County Administrator and announced at the Commission Meeting next week.

 

At 11:35 a.m. Commissioner Terry made a motion to adjourn.  Commissioner Patrick seconded.  All voted aye.
