BOARD OF McPHERSON COUNTY COMMISSIONERS

 

 

 

JANUARY 11, 2005

REGULAR MEETING

10:00 A.M.

 

ALL PRESENT

 

Two items were added to the agenda: 1) Cereal Malt Beverage License Renewal in Smoky Hill Township and 2) Sign Indigent Defense Contract.  Commissioner Terry made a motion to approve the agenda as amended.  Commissioner Patrick seconded.  All voted aye.

 

No one spoke during Public Input Session at 10:00 a.m.

 

Commissioner Patrick made a motion to approve the minutes of January 11, 2005.  Commissioner Terry seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the checks and claims.  Commissioner Schroeder seconded.  

All voted aye.

 

Commissioner Terry made a motion to approve the adds and abates and landfill register of January 7, 2005.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Patrick made a motion to have the Chairman sign the Cereal Malt Beverage License renewals for The Lindsborg Golf Club, Inc. in Smoky Hill Township and for Rolling Acres Golf Club in New Gottland Township.  Commissioner Terry seconded.  All voted aye.

 

Commissioner Terry made a motion to re-appoint Norlan Ferguson to another 3-year term as the County’s representative on the Airport Authority Board.  Commissioner Patrick seconded.  All voted aye. 

 

The Cowley County Board of Commissioners has requested that each of the eleven member counties of the South Central Kansas Area Agency on Aging appoint a member to the Housing Authority.  Most of the Counties have appointed their County Aging Director.  Mr. Witte visited with Arnie Neufeld, Director of the McPherson County Council on Aging and he is willing to serve if appointed.  Commissioner Patrick made a motion to appoint Arnie Neufeld as McPherson County’s representative to the South Central Kansas Area Agency on Aging Housing Authority.  Commissioner Terry seconded.  All voted aye.

 

Marvin Peters, MIDC Executive Director, joined the meeting at 10:10 a.m. and introduced Linda Downing, Corporate Controller of Aero Transportation Products (ATP).  ATP is requesting a 50% tax exemption on approximately $1,923,000 in machinery and equipment for the McPherson Plant expansion. Craig Holman, MIDC Member, read a letter from Brett Reber, MIDC President, stating that the MIDC Board has “determined the project meets the Constitutional requirements of the State of Kansas and McPherson County Resolution 04-14 for consideration of property tax exemption, and further made a finding of fact that the project is necessary to retain jobs in the State of Kansas.”  The MIDC Board requested that a date and time be set for a public hearing on the application and that required notifications and publication be initiated.  Commissioner Patrick made a motion to accept the preliminary report for application for property tax exemption for ATP.  Commissioner Terry seconded. All voted aye.  A public hearing will be held at 10:10 a.m. on January 25, 2005 for the tax exemption application.

 

Dan Schrag, Noxious Weeds Director, joined the meeting at 10:30 a.m. to request authorization to request bids for a Yamaha 450 4-wheel drive all terrain vehicle, spray equipment and 50-inch snowplow blade attachment.  The County’s 1990 Yamaha 2-wheel drive ATV will be traded in for the new ATV.  Estimated cost is $6,000.  After discussion, Commissioner Terry made a motion to have Mr. Schrag request bids for a Yamaha 450 4-wheel drive all terrain vehicle, spray equipment and 50-inch snowplow blade attachment as requested.  Commissioner Patrick seconded.  All voted aye.

 

Dave Bohnenblust, Public Works Director, joined the meeting at 10:45 a.m. to request to award bids for the remaining 2005 aggregates and hauling.  Public Works has run tests on the materials to assure they meet the specifications in the bid documents and Mr. Bohnenblust recommends awarding the remaining bids as follows: SS-8 and CM-B, both FOB Quarry from Apac-Shears with Mike Wallsten Trucking hauling and FA-Special from E&M Sand with E&M Sand hauling and Flint Rock with Frank Bills hauling.  Commissioner Terry made a motion to award the bids as recommended.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Terry made a motion to approve the Indigent Defense Contract for 2005 as presented.  Commissioner Patrick seconded.  All voted aye.

 

At 11:25 a.m. the Commissioners recessed and reconvened at 1:00 p.m. at Public Works were they met with Public Works personnel for a work session.  At 3:30 p.m. Commissioner Terry made a motion to adjourn.  Commissioner Patrick seconded.  All voted aye.
