BOARD OF McPHERSON COUNTY COMMISSIONERS

 

 

OCTOBER 26, 2004

REGULAR MEETING

10:00 A.M.

 

ALL PRESENT

 

Commissioner Patrick made a motion to approve the agenda as presented.  Commissioner Schroeder seconded.  All voted aye.

 

No one spoke during Public Input Session at 10:00 a.m.

 

Commissioner Schroeder made a motion to approve the minutes of October 19, 2004 as presented.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Schroeder made a motion to approve the payroll and the distribution of October 29, 2004.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the abate of October 22, 2004.  Commissioner Schroeder seconded.  All voted aye. 

 

Larry Powell, County Sheriff and Joe Lorimor with Wray Roofing of North Newton, KS joined the meeting at 10:05 a.m. with two proposals for the repair and/or replacement of the Law Enforcement Center roof.  The 25,000 sq. foot roof has leaked for several years and is getting progressively worse with time.  Sheriff Powell presented two proposals as received from Wray Roofing.  Proposal #1 would be to repair the outer perimeter of the lower and upper roofs and install new 9” EPDM flashing materials at the perimeters for a cost of $12,744.  Proposal #2 would be to tear off the entire roof down to the existing insulation, replace deteriorated insulation and sheetrock, fasten down ½” high-density wood fiberboard insulation, add 1 ply TAMKO fiberglass base sheet and 1 ply TAMKO Premium membrane using hot asphalt, flash walls and roof penetrations, install new lead flashings at pipe supports and soil pipes and install new metal edge and counter flashing for a total cost of $65,987.  This would include a 2-year MRCA warranty and a 15-year TAMKO NDL warranty.  After Mr. Lorimor answered questions from the Commissioners about the roof, Sheriff Powell recommended Proposal #2.  Commissioner Patrick made a motion to approve Proposal #2.  Commissioner Schroeder seconded.  All voted aye.  Funds are available in the Capital Improvement Fund.

 

Dave Bohnenblust, Public Works Director, joined the meeting at 10:30 a.m.   He updated the Commissioners on ongoing Public Works projects then presented the following agenda requests:

A.  Request approval and signature on a contract between McPherson County and Kirkham Michael Consulting Engineers to design a future federally funded bridge for the County at a cost of $39,000.  The bridge is located 3.9 miles north of Moundridge.  Commissioner Schroeder made a motion to approve and sign the contract as presented.  Commissioner Patrick seconded.  All voted aye.

B.  Request to purchase and install a wash bay hoist system.  The system would be used primarily to wash down the sand/salt spreaders after use.  Cost and installation would be $9,500.  Commissioner Patrick made a motion to approve the purchase and installation of a wash bay hoist system as requested.  Commissioner Schroeder seconded.  All voted aye.

 

Gary George of George, Bowerman and Noel, P.A., joined the meeting at 11:03 a.m. and presented the 2003 Audit of McPherson County.  He explained the changes in the audit as related to the 2003 implementation of GASB Statement 34.  After reviewing the audit he stated that McPherson County is very financially sound.

 

Commissioner Patrick made a motion to sign a list of Sheriff Department employees who are authorized to use the credit card approved at last week’s meeting, which is to be used exclusively for inmate transport expenses.  Commissioner Schroeder seconded.  All voted aye.

 

At 12:05 p.m. the Commissioners recessed and reconvened at 1:15 p.m. for a work session with the Planning and Zoning Administrator, Chad Bahr.  No action was taken during the work session.  At 1:50 p.m. Chairman Terry left.  At 2:20 p.m. Commissioner Schroeder made a motion to adjourn.  Commissioner Patrick seconded.  All voted aye.
