BOARD OF McPHERSON COUNTY COMMISSIONERS

 

JUNE 29, 2004

REGULAR MEETING

10:00 A.M.

 

ALL PRESENT

 

 

Two items were added to the agenda:  1) Request Signature on Quit Claim Deed for Crestwood Cemetery Spaces and 2) Request Signature on Shaw’s Subdivision Plat.  Commissioner Schroeder made a motion to approve the agenda as amended.  Commissioner Patrick seconded.  All voted aye.

 

No one spoke for Public Input at 10:00 a.m.

 

Commissioner Patrick made a motion to approve the minutes of June 22, 2004 as presented.  Commissioner Schroeder seconded.  All voted aye.

 

Mr. Witte presented a request for payment from 911 Inc. for equipment the County has been reluctant to pay for because it was outdated and overpriced at $2,050.  After discussion, Commissioner Schroeder made a motion to approve the checks and claims register for June 29 and to issue a manual check to 911 Inc. for $2,050.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Schroeder made a motion to approve the abates register dated June 25, 2004.  Commissioner Patrick seconded.  All voted aye.

 

Fern Hess, Health Department Director, joined the meeting at 10:10 a.m. and requested 10 minutes, from 10:12 to 10:22 a.m., in executive session to discuss non-elected personnel in the Health Department, and to include Mr. Witte.  Commissioner Patrick made a motion to go into executive session as requested.  Commissioner Schroeder seconded.  All voted aye.  The Commissioners returned to open session at 10:22 a.m.  No action was taken during executive session.  Ms. Hess presented Personnel Change Notices (PCN’s) for Sarah Holm, Secretary/Receptionist (6/B) and Susan Webb, Office Clerk (9/A to 9/B) for end of Probation; both to be effective July 4, 2004.  Commissioner Patrick made a motion to approve both PCN’s as presented.  Commissioner Schroeder seconded.  All voted aye.

 

Commissioner Patrick made a motion to have the Chairman sign two MCKIDS contracts.  Commissioner Schroeder seconded.  All voted aye.

 

Mr. Witte presented a letter from the Harvey/McPherson Counties Community Corrections Director, requesting re-appointments of Harris Terry and Carol Hueske to their Adult Corrections Advisory Board for the period July 1, 2004 through June 30, 2006.  Commissioner Schroeder made a motion to approve the re-appointments as requested.  Commissioner Patrick seconded.  Commissioners Schroeder and Patrick voted aye.  Commissioner Terry abstained.

 

Rick Batchellor, County Appraiser, joined the meeting at 10:30 a.m. to open bids for a vehicle to replace the ’91 GMC “Jimmy” the department now has.  The Appraiser’s Office asked for bids from dealers for a newer vehicle with less than 20,000 miles, using the ’91 GMC as a trade-in as well as bids from individuals to purchase the ’91 GMC outright.  One bid was received from an individual for $1,503.48 for the ’91 GMC and two dealers; Wallace Chevrolet and Lacy Motors submitted bids as follows:

   Wallace Chevrolet            2003 Chevy Malibu with 18,000 miles for $9,973 outright or $9,473 with trade

                                                2004 Impala with 13,000 miles for $14,050 outright or $13,550 with trade

   Lacy Motors                      2003 Ford Taurus with 17,500 miles for  $10,890 outright or $9,890 with trade

Commissioner Patrick made a motion to accept the bid from Wallace Chevrolet for the 2003 Malibu with 18,000 miles for $9,973 and to accept the cash bid of $1,503.48 from an individual for the ’91 GMC “Jimmy”.  Commissioner Schroeder seconded.  All voted aye.

 

Robin Becker, 9th Judicial District Court Clerk, joined the meeting at 10:50 a.m. and presented the proposed 2005 District Court Budget.

 

Commissioner Schroeder made a motion to have the Chairman sign the Shaw Subdivision Plat on Iron Horse Road.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Patrick made a motion to sign a Quit Claim Deed for four (4) spaces at Crestwood Cemetery.  Commissioner Schroeder seconded.  All voted aye.

 

Rick Batchellor, County Appraiser, reported back to the Commissioners that he contacted Wallace Chevrolet and the 2003 Chevy Malibu they submitted their bid for has been rented out and now has 21,000 miles.  The mileage is more that the original specs allowed for and the dealership was not interested in lowering their price.  Mr. Batchellor also contacted Lacy Motors and they were willing to reduce the price on the 2003 Ford Taurus to $10,390 without trade.  Commissioner Patrick made a motion to rescind the previous motion to accept the bid from Wallace Chevrolet for the 2003 Malibu for $9,973.  Commissioner Schroeder seconded.  All voted aye.  Commissioner Patrick made a motion to purchase the 2003 Ford Taurus with 17,500 miles for  $10,390 from Lacy Motors and to accept the cash bid of $1,503.48 from an individual for the ’91 GMC “Jimmy”.  Commissioner Schroeder seconded.  All voted aye. 

 

At 11:45 a.m. Commissioner Schroeder made a motion to adjourn.  Commissioner Patrick seconded.  All voted aye.
