BOARD OF McPHERSON COUNTY COMMISSIONERS

 

JUNE 15, 2004

REGULAR MEETING

BUDGET HEARINGS

1:00 P.M.

 

ALL PRESENT

 

Under the 10:30 a.m. agenda item for Public Works, one item was added, “Change in Award of Front Loader Bid”.  Commissioner Schroeder made a motion to approve the agenda as amended.  Commissioner Patrick seconded.  All voted aye.

 

No one spoke for Public Input at 10:00 a.m.

 

Commissioner Patrick made a motion to approve the minutes of June 8, 2004 as corrected.  Commissioner Schroeder seconded.  All voted aye.

 

Susan Meng, County Clerk, joined the meeting at 10:15 a.m. and presented her 2005 Clerk and Election Budget requests.  No action was taken at this time.

 

Dave Bohnenblust, Public Works Director, joined the meeting at 10:40 a.m. with two agenda items as follows:

A.  Requested five minutes in executive session, from 10:40 to 10:45 a.m., to discuss non-elected personnel, and to include Mr. Witte.  Commissioner Patrick made a motion to go into executive session as requested.  Commissioner Schroeder seconded.  All voted aye.  The Commissioners returned to open session at 10:45 a.m.  No action was taken during executive session.  Mr. Bohnenblust presented a Personnel Change Notice (PCN) to promote Justin Anthony from Maintenance Worker II (11/B) to Maintenance III (13/B) effective June 20, 2004.  Commissioner Patrick made a motion to approve the PCN as presented.  Commissioner Schroeder seconded.  All voted aye.

B.  In May of this year, the bid from Foley Tractor for a Caterpillar 3.5 Wheel Loader was approved.  At that time the Foley bid and the bid from Victor L. Phillips Co. for a Case Loader were basically equivalent.  In the two months since the bid was awarded in May some warranty issues with Caterpillar have come up.  Since the loader has not actually been ordered from Foley Mr. Bohnenblust requested to change the bid award to Victor L. Phillips for a 2004 Case 721D 3.5 Wheel Loader.  Commissioner Schroeder made a motion to rescind the bid award to Foley Tractor Co. for a 2004 Caterpillar 938G2 3.5 yd. Wheel Loader and award the bid to Victor L. Phillips Co. for a 2004 Case 721D 3.5 yd. Wheel Loader.  Commissioner Patrick seconded.  All voted aye.

 

There was brief discussion on the proposed revised Tax Exemption Policy.  Mr. Brett Reber, McPherson Industrial Development Company (MIDC) Board President was in attendance and spoke in support of the revised policy.  He also thanked the Commissioners for allowing MIDC to have input in revising the policy.  Commissioner Patrick made a motion to approve Resolution 04-14, “A Resolution Revising the Policy and Procedures for Tax Exemptions for Economic Development for McPherson County, Kansas”.  Commissioner Schroeder seconded.  Chairman Terry voted aye.  Commissioner Schroeder voted aye.  Commissioner Patrick voted aye.

 

Commissioner Schroeder made a motion to approve the checks and claims.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the adds and abates.  Commissioner Schroeder seconded.  All voted aye.

 

There was discussion on the upcoming appointment of a 9th Judicial District Magistrate Judge.  This is a new position for the 9th Judicial District.  The State will fund $47,000 toward wages for the position and both Harvey and McPherson Counties have agreed to fund additional wages for the position from their pro tem budgets ($5,000 from Harvey County and $7,200 from McPherson County).  Of the $7,200 from McPherson County, $5,000 would go to wages and $2,200 to fringe benefits, office equipment and furniture.  Cost of Social Security and KPERS would be an equal match between the two counties and medical and dental would come from the State.  It was a consensus of the Commissioners to convert the $7,200 pro tem budget to Magistrate Judge wages and other operating expenses.

 

At 11:30 a.m. the Commissioners recessed and reconvened at 1:00 p.m. for budget hearings from Infant Development, Old Mill and Sexual Assault/Domestic Violence.  No action was taken during the budget hearings.  At 3:00 p.m. Commissioner Schroeder made a motion to adjourn.  Commissioner Patrick seconded.  All voted aye.
