COMMISSIONERS TERRY & SCHROEDER PRESENT

 

Commissioner Patrick made a motion to approve the agenda as presented.  Commissioner Schroeder seconded.  All voted aye.

 

No one spoke for Public Input at 10:00 a.m.

 

Commissioner Patrick made a motion to approve the minutes of April 20, 2004 as corrected.  Commissioner Schroeder seconded.  All voted aye.

 

Commissioner Schroeder made a motion to approve the checks and claims and payroll.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the adds and abates, landfill and MVL.  Commissioner Schroeder seconded.  All voted aye.

 

Dick Beasley, Community Corrections Director, joined the meeting at 10:10 a.m. to request approval of the FY2005 Community Corrections Adult Comprehensive Plan for submission to the Department of Corrections.  Commissioner Schroeder made a motion to approve the FY2005 Community Corrections Adult Comprehensive Plan as presented.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Witte presented an Audit Proposal from George, Bowerman & Noel, P.A. of Wichita, KS for auditing of the financial statements of McPherson County for the year ended December 21, 2003.  Commissioner Schroeder made a motion to have the Chairman sign the Audit Proposal with George, Bowerman & Noel, P.A. as presented.  Commissioner Patrick seconded.  All voted aye.

 

Mr. Witte presented a letter from Evans Enterprises, LLC of Spring Hill, Kansas withdrawing their request for a Conditional Use Permit for a fertilizer plant in King City Township.

 

Dave Bohnenblust, Public Works Director, joined the meeting at 10:25 a.m.  He updated the Commissioners on current and future road projects then presented the following agenda items for action:

A.  Request approval to purchase a Cabinet Parts Washer.  The Public Works staff recommended purchasing the H20 2848 model CUDA from ProLine, Inc. in Watertown, SD for $6,394.50 plus shipping.  After discussion, Commissioner Patrick made a motion to approve the purchase as recommended by the Public Works staff.  Commissioner Schroeder seconded.  All voted aye.

B.  Request signature on the Advertisement for Purchase of Traffic Paint and Beads.  Commissioner Schroeder made a motion to have the Chairman sign the Advertisement for Purchase of Traffic Paint and Beads.  Commissioner Patrick seconded.  All voted aye.

C.  Request signature on the Advertisement for Purchasing/Trading a 3.5 Yard Wheel Loader.  Commissioner Patrick made a motion to have the Chairman sign the Advertisement for Bids for a 3.5 Yard Wheel Loader as requested.  Commissioner Schroeder seconded.  All voted aye.

D.  Request approval of Resolution 04-10, “A Resolution Authorizing Smoky Hill Township Officials to Install Two (2) Stop Signs”.  The stop signs are to be installed at the intersection of Wells Fargo Road and 18th Ave. for the north and south bound traffic.  Commissioner Patrick made a motion to sign Resolution 04-10 as presented.  Commissioner Schroeder seconded. 

Chairman Terry voted aye.  Commissioner Schroeder voted aye.  Commissioner Patrick voted aye.

 

Brenda Becker, County Treasurer, joined the meeting at 11:05 a.m. with the following agenda items:

A.  Presented Personnel Change Notices (PCN’s) to hire Vera Schra, Bonnie Stratton and Gladys Brockway, as Temporary-Seasonal Tax Clerks, effective April 27, 28 and 29, 2004 respectively in the Treasurer’s Office.  Commissioner Schroeder made a motion to approve the PCN’s as presented.   Commissioner Patrick seconded.  All voted aye.

B.  Presented a PCN to hire Marcy Davenport, effective April 28, 2004 as a Temporary Full-Time Clerk (6/A) in the Motor Vehicle Department.  Commissioner Patrick made a motion to approve the PCN as presented.  Commissioner Schroeder seconded.  All voted aye.

 

There was discussion on the possibility of a County Policy for Inherently Dangerous Animals.  The Commissioners have looked at policies from Harvey and Sedgwick County.  There was no action taken at this time, this will be added to the agenda May 11, 2004 to give the public time to consider and/or respond to this issue.

 

At 11:40 a.m. the Commissioners recessed and Chairman Terry and Commissioner Schroeder reconvened at 1:30 p.m. on April 30, 2004 on the Courthouse lawn where they took part in the Arbor Day tree planting ceremony.  As a part of the Kansas Territorial Sesquicentennial Tree Planting Project, a tree was planted in the southeast corner of the courthouse lawn during the Arbor Day ceremony and Chairman Terry accepted the tree on behalf of McPherson County.  The Commissioners took no action during that time.  At 2:20 p.m. Commissioners Terry and Schroeder met with Mr. Witte for a brief work session.  No action was taken during the work session.  At 2:45 p.m. Commissioner Schroeder made a motion to adjourn.  Chairman Terry seconded.  All voted aye.
