BOARD OF McPHERSON COUNTY COMMISSIONERS

REGULAR MEETING

WORK SESSION WITH PUBLIC WORKS

12:05 P.M.

 

ALL PRESENT

 

 

There was a request for one item to be added to the agenda, “Lorna Nelson, Old Mill Museum Director – Request Approval of Trial Agreement with Metzker Restoration for Mill Window Project.”  Commissioner Patrick made a motion to approve the agenda as amended.  Commissioner Schroeder seconded.  All voted aye.

 

Dave Bohnenblust, Public Works Director, joined the meeting during Public Input Session at 10:00 a.m. with the 2004 Work Program brochure. 

 

Chad Bahr, Planning & Zoning Administrator, joined the meeting at 10:12 a.m. with three agenda items.

A.     Presented a request from the Planning Board for various amendments to the McPherson County Zoning Regulations.  The Planning Board proposed amendments as follows: to Article 2, Section 102, Definitions, (Amendment #2); Article 3, Section 105, Paragraph O, Item #5 (Amendment #4); Article 4, Section 102, Paragraph B, Item #2 (Amendment #6); Article 4, Section 102, Paragraph B, Item #3 (Amendment #7); Article 4, Section 102, Paragraph C, Item #24 (Amendment #8); Article 5, Section 100, Paragraph B (Amendment #9); Article 5, Section 101, Zoning Permits (Amendment #10); Article 5, Section 103, Determination of Agricultural Exemption (Amendment #11) and Article 5, Section 104, The Planning Commission (Board) and Conditional Use Permits (Amendment 12).  The Planning Board recommended approval of all except Amendment #7.    Commissioner Patrick made a motion to approve Resolution 04-06, accepting all the Planning Board’s recommendations, including denial of Amendment #7, but also with the exclusion of Amendment #2.  Commissioner Schroeder seconded.  Chairman Terry voted aye.  Commissioner Schroeder voted aye.  Commissioner Patrick voted aye.

B.     Presented a request from the Planning Board for various amendments to the McPherson County Subdivision Regulations.  The Planning Board suggested changes to Article 1, Section 107, Exemptions, Paragraph K (Amendment #2); Article 1, Section 107, Exemptions, Paragraph M. (Amendment #4); Article 3, Section 103, Preliminary Plat Review (Amendment #14); Article 3, Section 103, Paragraph K (Amendment #15); Article 3, Section 103, Paragraph L. (Amendment #16); Article 3, Section 104, Final Plat Submission (Amendment #17.  The Planning Board recommended approval of all except Amendment #4.  Commissioner Patrick made a motion to approve Resolution 04-07, accepting the Planning Board Recommendations, including denial of Amendment #4, but also with the exclusion of Amendment #16.  Commissioner Schroeder seconded.  Chairman Terry voted aye.  Commissioner Schroeder voted aye.  Commissioner Patrick voted aye.

C.     Presented a request from the Planning Board for action on an amendment to the McPherson County Zoning Regulations establishing adult use regulations (having to do with sexually oriented businesses in the A-1, B-1 and B-2 zoning districts) and floodwater structure breech regulations.  Chairman Terry made a motion to have the Planning Board initiate amendments addressing both.  Commissioner Schroeder seconded.  All voted aye.

 

Fern Hess, Health Department Director, joined the meeting at 11:00 a.m. with a request for approval of the application for 2005 KDHE grant funds:  State Formula, Maternal and Child Health Programs (including Maternal and Infant Program, Health Start Home Visitor Program and Child Health), Family Planning, HIV/AIDS Counseling and Testing; Immunization Action Program; and Chronic Disease Risk Reduction Program.  Commissioner Patrick made a motion to have the Chairman sign the 2005 KDHE grant application as requested.  Commissioner Schroeder seconded.  All voted aye.

 

Lorna Nelson, Old Mill Museum Director, joined the meeting at 11:10 a.m. to request approval to have Metzker Restorations make restoration repairs to two or three windows in the Mill.  Metzker Restorations was within the State’s recommended amount for the project but was not bonded.  The State has given approval for Metzkers to go ahead with two or three of the windows in a non-bonded process.  Commissioner Patrick made a motion to have Metzker Restorations go ahead with repairs to two or three of the Mill windows.  Commissioner Schroeder seconded.  All voted aye.

 

Commissioner Schroeder made a motion to approve the minutes of March 2, 2004 as presented.  Commissioner Patrick seconded.  All voted aye.

 

Commissioner Patrick made a motion to approve the checks and claims.  Commissioner Schroeder seconded.  All voted aye.

 

Commissioner Schroeder made a motion to approve the adds and abates and landfill register of March 5, 2004.   Commissioner Patrick seconded.  All voted aye.

 

Personnel Changes Notices for Justin Myers and Richard Langdon, Correctional Officers in the Sheriff’s Department were presented for end of probation (from 12/A to 12/B).  The PCN’s are effective March 14, and February 29, 2004 respectively.  Commissioner Patrick made a motion to approve the PCN’s as presented.  Commissioner Schroeder seconded.  All voted aye.

 

At  12:05 p.m. the Commissioners recessed and reconvened at Public Works at 12:15 p.m. where they met for a work session with Public Works.  At 1:30 p.m. a 2004 Cooperative Agreement Program Submission from the Kansas Emergency Management Agency was delivered to the Commissioners.  The Chairman’s signature is required by the State in order for the County Emergency Management Department to participate in FEMA and SLA funding.  Commissioner Schroeder made a motion to have the Chairman sign the agreement as presented.  Commissioner Patrick seconded.  All voted aye.  No other action was taken by the Commission during the work session.  At 2:15 p.m. Commissioner Patrick made a motion to adjourn.  Commissioner Schroeder seconded.  All voted aye.
